CHOCTAW-NICOMA PARK SOCCER CLUB
CONSTITUTION
ARTICLE I: NAME, PURPOSE, AND AFFILIATION
SECTION 1: NAME
A) The name of this organization is the Choctaw-Nicoma Park Soccer Club (CNP).
SECTION 2: PURPOSE
A) To act exclusively for charitable and/or educational purposes within the meeting of Section 501(c), (3) of the Internal Revenue Code.
B) To involve youth in an organized positive team effort. To promote and develop the ideals of good sportsmanship, honesty, loyalty, and courage through soccer activity. Emphasis is placed on building self esteem through the development of soccer skills and competitive fair play. Soccer play in this organization is limited to youth teams and does not include adult soccer teams.
SECTION 3: AFFILIATION
A) The Choctaw-Nicoma Park Soccer Club shall be a division of the Frontier Country Soccer Association, Inc. (FCSA) and shall be governed by the rules as adopted by FCSA.
ARTICLE 2: MEMBERSHIP AND FEES
SECTION 1: MEMBERSHIP
A) Club membership shall encompass the Choctaw-Nicoma Park School District and that part of Eastern Oklahoma county not already included in other soccer organizations affiliated with FCSA.
B) Each soccer team sanctioned by the Club shall be a member and shall be entitled to one (1) vote at all General Membership Meetings.
SECTION 2: FEES
A) This club shall pay all fees prescribed by FCSA.
B) Registration Fees shall be established annually prior to the Fall Season.
ARTICLE 3: OFFICERS AND RESPONSIBILITIES
SECTION 1: BOARD OF DIRECTORS
A) The Board of Directors for the Choctaw-Nicoma Park Soccer Club shall consist of the following officers:
Executive Board of Directors (Voting)

2. First Vice President
3. Second Vice President
4. Third Vice President/Secretary
5. Treasurer
Coordinators/Directors (Voting): (coordinators may be combined together at the discretion of the club as deemed necessary)
1. U6
2. U8
3. U10
4. U12/U14 AND ABOVE
5. Director of Coaching/Player Development
SECTION 2: TERM LIMITS AND ATTENDANCE
A) The Board of Directors shall serve for a period of one (1) year or until newly elected officers can be installed. The term for the new Board will begin on June 1 and end on May 31 of the following year.
B) Officers A through F shall not serve more than two (2) consecutive terms in the same office.
C) Any member of the Board shall not miss more than two (2) consecutive Regular Meetings or be declared to be inactive through their lack of interest or performance as per their job description and may have their office declared vacant upon a majority vote of the entire Board. The Board may then appoint a person to fill this vacancy.
SECTION 3: VOTES
A) Each member of the Board of Directors shall have one (1) vote while conducting regular business.
B) Executive Board of Directors shall not hold more than one (1) CNP office at a time.
SECTION 4: DUTIES OF THE PRESIDENT.
A) Responsible for the overall administrative and executive functions of the Club.
B) Appoint committees to carry out these functions.
C) Assign duties to all officers as required.
D) Take prudent and reasonable action in cases not covered in the Constitution and By-Laws.
E) Appoint an auditing committee to certify the Treasurer’s Annual Report.
F) May co-sign Club checks.
G) Call the bi-annual General Meeting of the Club in May and January.
H) Conduct the election of officers in the May General Meeting.
I) Call emergency committee meetings as deemed necessary.
J) Call additional General Meetings as necessary upon written request of at least three (3) members of the Board.
K) Conduct Regular Meetings of the Board each month and has the authority to call additional Board meetings as deemed necessary.
L) Provide one (1) week written notice to the members of a General Meeting that requires resolution of amendments to the Constitution or By-Laws.
M) Represent CNP at all FCSA meetings or designate a party to attend the meetings if unable to attend. The designee should be selected from the Board of Directors or appointed officer of the club respectively.
N) Chairperson of the Disciplinary Committee, unless he/she is involved in the proceedings. In such a case, the Second Vice president shall be the Chairperson and appoint the two (2) members of the committee.
O) Shall have the authority to appoint the following positions:
1. Director of Coaching/Player Development – Liaison with other coaches to handle coaching situations and education.
2. Fields and Equipment Director – Purchases and acquire supplies.
3. Public Relations Director – Supply Club information on registration, newsletter and other publications.
4. Head Referee – Liaison with the referees and coaches.
5. Referee Assignor – Schedule referees in cooperation with the First Vice President.
6. Scorekeeper – Receive and record scores of all games played in CNP. Present a final accounting of team standings to the Board of Directors or Trophy Committee at the end of each season. Chair the Trophy Committee.
7. Scholarship Committee – Select scholarship recipients if funds are available. This shall be a three (3) member committee and shall be chaired by the First Vice President.
8. Trophy Committee – Purchase and acquire trophies and awards for registrants as approved by the Board of Directors.
9. Disciplinary Committee – Decide disciplinary actions to be taken on matter posed to the Committee. This shall be a four (4) member committee and shall be Chaired by the President unless the President is involved in the matter. In this case, the Second Vice President will be the Chair. The Coaching Director, Head Referee will comprise two (2) of the member with the other two (2) appointed by the Chair.
P) Supply the club with information concerning newsletters and/or other publication if the Club does not have Public Relations Director
SECTION 5: DUTIES OF THE FIRST VICE PRESIDENT
A) Assume all powers and responsibilities of the President in their absence.
B) May co-sign Club checks.
C) Attend all emergency committee meetings.
D) Referee Assignor/Scheduler.
E) Chairperson of the Protest and Appeals Committee, unless he/she is involved in the protest.
SECTION 6: DUTIES OF THE SECOND VICE PRESIDENT
A) Chairperson of the Fundraising Committee
B) Chairperson of Donations/Sponsorship Committee
C) Chairperson of Scholarship Committee
D) Assume all powers and responsibilities of the President and any Vice President in their absence.
E) May co-sign Club checks
F) Attend all emergency committee meetings
G) Sit on Protest and Appeals Committee, unless he/she is involved in the protest.
H) Reserve Chair of the Disciplinary Committee.
SECTION 7: DUTIES OF THE REGISTRAR/SECRETARY
A) Registrar. Responsible for processing registration forms, maintaining registration records, forming teams, including recruiting coaches for the teams, producing team rosters and compiling and submitting registration packets to FCSA in a timely manner.
B) Assume all powers and responsibilities of the President and any Vice President in their absence.
C) Supply Club with information concerning registration.
D) Sit on Protest and Appeals Committee, unless he/she is involved in the protest.
E) Assumes as coordinator scheduler for any/all ages if there is not coordinator available
F) Record all minutes of all meetings
G) Attend to all correspondence and collect all mail. Distribute said mail to responsible parties.
H) Keep all current and permanent records other than records necessary for the Treasurer to perform his/her duties
I) Keep a current list of all Club teams
J) Attend all emergency committee meetings
K) Send notice of meetings. Written notice shall be provided to the members of General Meetings at least one (1) week prior.
L) Make necessary arrangements for meetings as required by the Board of Directors.
M) Assist in supplying the club with information concerning newsletters and/or other publication if the Club does not have Public Relations Director
SECTION 8: DUTIES OF THE TREASURER
A) Collect all money for the Club and deposit in the club account.
B) Keep a detailed account of income and expenses.
C) Sign or Co-Sign all Club checks.
D) Pay all bills approved by the Board in a timely manner.
E) Submit all financial information required by FCSA in a written report. Reports being submitted to FCSA must first be provided to the Board of Directors and approved for release.
F) Submit a written report of finances at all General Meetings and Regular Meetings.
G) Make prior approval of all Club expenditures. The approval is only to assure the Club has adequate funds for the expenditures. The Board of Directors makes the actual approval of the expenditure.
H) Sit on Protest and Appeals Committee, unless he/she is involved in the protest.
I) Prepare appropriate tax documents.
J) Prepare a budget for the Boards to be presented at the General Meeting for planning purposes.
K) Assist in supplying the club with information concerning newsletters and/or other publication if the Club does not have Public Relations Director
ARTICLE 4: ELECTIONS
SECTION 1: ELECTED OFFICERS, ELIGIBILITY
A) Members 1 through 5 will be elected at the General Meeting in May. Coordinators/Directors will be appointed and approved by the Board of Directors. Only individuals in good standing with CNP, FCSA, and OSA may serve on the CNP Board of Directors. Further, other individuals ineligible to serve on the Board are persons convicted of a felony, persons who cannot meet bonding requirements, and persons who are currently expelled from other soccer or other sport organizations for due cause.
SECTION 2: NOMINATIONS, VOTING, AND ELECTION MEETING
A) A Nominating Committee shall consist of coordinators. A slate of officers shall be presented at the May
General Meeting. Nominations will be accepted from the floor.
B) Each team must have a representative present in order to have a vote and must register with the Club
Secretary as specified in the By-Laws. A written proxy is acceptable if validated by the Club Secretary PRIOR to the meeting.
C) At the General Meetings each team represented will be entitled to one (1) vote.
ARTICLE 5: MEETINGS
SECTION 1: GENERAL MEETINGS
A) General Meetings shall be held in May and January each soccer year. They shall be called in writing one (1) week in advance.
B) Elections will be held during the months of March -May General Meeting.
C) A majority of Club members present and in good standing shall constitute a quorum for transacting
General Meetings. A written proxy is acceptable if validated by the Club Secretary PRIOR to the beginning of the meeting.
SECTION 2: REGULAR MEETINGS
A) Regular Meetings of the Board will be held once a month. Additional meetings may be called if necessary.
SECTION 3: COACHES MEETINGS
A) Coaches Meeting will be held twice a season. There will be one (1) meeting held prior to or at the beginning of each season. Additional meetings may be called if necessary. It is mandatory that each team be represented at the meeting at the beginning of the season. A team manager can be designated for other meetings unless specified in the meeting notice. A one (1) week notice shall be provided for this meeting to all coaches.
SECTION 4: REFEREE MEETINGS
A) Referees’ Meetings will be held once a season. There will be one (1) meeting held prior to or at the beginning of each season. Additional meetings may be called if necessary. It is mandatory that each referee be present for the meeting at the beginning of the season. However, the Head Referee may excuse a referee from the meetings. A one (1) week notice shall be provided to each referee for this meeting.
SECTION 5: EMERGENCY COMMITTEE MEETINGS
A) The President, Vice Presidents, Treasurer, and Secretary of the Club shall constitute an Emergency Committee on matters demanding immediate attention where it is impractical or impossible to call a complete meeting. An Emergency Meeting quorum shall consist of any three (3) of the officers listed.
ARTICLE 6: DISCIPLINE
SECTION 1: JURISDICTION
A) The Board of Directors shall be responsible for all discipline to all teams, coaches, referees, and players registered with or utilized by this Club.
B) All protests will be ruled by FCSA outside this Clubs jurisdiction.
SECTION 2: PROTEST COMMITTEE
A) The Protest Committee shall consist of the Board of Directors of this Club, the Coordinators, and the Head
Referee. The First Vice President shall be the chairperson. Any member of the committee shall be excused
if he/she is involved in the protest.
SECTION 3: OFFICER DISCIPLINE
A) Any officer may be removed by three-fourths (3/4) majority vote of the members present at any properly constituted meeting, providing two-thirds (2/3) of the voters are present.
ARTICLE 7: AMENDMENTS
SECTION 1: CONSTITUTION, AND BY-LAWS
A) The Constitution of this Club may be amended at any General Meeting by two-thirds (2/3) of the voting members. If an emergency amendment is necessary, the Constitution can be amended at a regular meeting provided a one (1) week written notice of the changed has been provided to the members.
B) The By-Laws may be changed with a two-thirds (2/3) majority of the Board of Directors at any regular meeting providing one (1) weeks written notice of the changes has been provided to the Board of Directors.
ARTICLE 8: DISSALLOWMENTS AND CONFLICTS
SECTION 1: CONSTITUTION AND BY-LAWS
A) If any part of this Constitution or By-Laws is in conflict with or disallowed by FCSA, it shall be disallowed to abide by FCSA/OSA regulations until the next Regular Meeting where it will be revised to abide by FCSA/OSA regulations.
ARTICLE 9: FISCAL YEAR
SECTION 1: FISCAL YEAR
A) The fiscal year shall coincide with FCSA’s fiscal year.

BY-LAWS
Member teams of the Choctaw-Nicoma Park soccer Club will abide by the following exceptions to the Laws of Soccer as authorized by the Choctaw-Nicoma Park Soccer Club. These exceptions are adopted by the and for the Choctaw-Nicoma Park Soccer Teams. The purpose of these exceptions is to facilitate the game for younger boys and girls. The spirit and general appearance of the game are not altered by other exceptions.
LAW 1: SOCCER YEAR
A) The year shall be divided into Fall and Spring Seasons. The beginning and ending dates will be determined by the Board.
LAW 2: AGE LIMITS
A) A player’s classification for the year shall be determined by the player’s age as of July 31 of the current soccer year.
LAW 3: FIELD OF PLAY
A) Locations shall be approved by the Board of Directors.
B) The size of the fields to be played on will be defined by the United State Soccer Federation unless approved by the Board of Directors.
LAW 4: PRACTICE TIMES
A) Junior and Juvenile Divisions are limited to a maximum of five (5) hours per week and one and one-half (1 1/2) hours per session. No more than three (3) team activities will be allowed per week.
B) Practices may be held Monday through Saturday at the coach’s discretion. Practice may be held on Sunday provided the coach has the approval of the player’s parents. In no case can a player be penalized for missing a Sunday practice.
C) Player safety should be considered when determining practices.
LAW 5: FIELD EQUIPMENT
A) This Club will provide the following equipment for field games:
1) two (2) game goal nets and
2) four (4) corner flags
B) Each field will be provided with an adequate number of items to secure the nets.
LAW 6: COACH EQUIPMENT
A) Each coach will be provided with one (1) game ball per year per team coached.
B) The items mentioned in this section will remain the property of Choctaw-Nicoma Park Soccer Club and will be returned to the Coordinator at the end of the soccer season. Failure to do so can result in loss of coaching privileges.
C) This Club will provide each coach with all forms necessary to administer their team for each season.
LAW 7: PLAYER UNIFORMS
A) Players shall not wear anything which is dangerous to other players or themselves, (jewelry, rings, watches, casts, braces with exposed metal joints, etc.).
B) The team uniform colors and style must all be alike and shall consist of :
1) Jersey or shirt (any color must be clearly distinguished from the opposing team). The goalkeeper’s shirt must be clearly distinguished from the rest of the team and the opposing team.
2) Short pants.
3) Shin guards are REQUIRED for all age division players and must be worn during all practices and games. No shin guards of rigid material will be allowed.
4) Knee length stockings which must cover the shin guards. Every player on a team must wear like color stockings.
5) Shoes (in accordance with the laws of the game). NOTE: The following types of shoes are not allowed: baseball shoes, football shoes, track shoes, shoes with metal spikes or street shoes with leather or hard rubber shoes.
C) The Home team will be responsible for changing shirts if both teams have the same color jerseys.
D) Numbers must be placed on the back of the shirt and be eight (8) inches in height. Each player must have their own unique number.
LAW 8: GENERAL RULES
A) This shall only apply in the Under 10 and below age groups: If an official Referee fails to appear and the two (2) coaches can agree on a method of officiating the game, the game shall be played. If an agreement cannot be reached, the game shall be rescheduled.
B) This shall apply in the Under 12 and above age groups: If an official Referee fails to appear but the
Assistant Referees appear, the senior Assistant Referee, if qualified for that age group, can assume the Referee position and either appoint another qualified Assistant Referee or a club linesman. If no officials appear or if the Assistant Referees are not qualified for that age group, the game shall be rescheduled. Under no circumstance shall any games in these divisions be played without a Referee and two (2) Assistant Referees or club linesmen thereby constituting a 3 man system.
C) If an official Referee is incapacitated during a game, the senior Assistant Referee, if qualified for that age group, can assume the Referee position and appoint a new Assistant Referee or club linesman.
D) All referee with reports concerning misconduct and ejections must be submitted in writing to the
Head Referee within 48 hours after the incident.
E) A copy of the official roster shall be provided to the referee by each coach or team representative prior to the beginning of each game.
F) All game reports must be submitted to the club immediately following the scheduled game.
G) If the team coach does not appear to a game, a parent can step forward and conduct the team for the game.
The parent must inform and provide their identity to the referee.
LAW 9: TEAM COMPOSITION
A) The Club will abide by team limits as established annually by FCSA.
B) U-12 through U-19 teams.
1) Each U-12 through U-19 teams in an official game shall field no more than eleven (11) nor less than seven (7) players.
2) A maximum of eighteen (18) players will be assigned per team.
3) A minimum of twelve (12) players will be assigned per team.
C) U-10 teams
1) Each U-10 team in an official game shall field no more than eight (8) players nor less than six (6) players.
2) A maximum of fourteen (14) players will be assigned per team.
3) A minimum of ten (10) players will be assigned per team.
D) U-8 teams
1) Each U-8 team in an official game shall field no more than four (4) players nor less than three(3) players.
2) A maximum of seven (7) players will be assigned per team.
3) A minimum of six (6) players will be assigned per team.
4) Practice times and game time will be limited to the weather. Practice and game times will not be conducted with the outside temperature below 40 degrees.
E) U-6 teams
1) Each U-6 team in an official game shall field no more than three (3) players nor less than three (3) players.
2) Maximum of six (6) players will be assigned per team.
3) Minimum of four (4) players will be assigned per team.
4) Practice times and game time will be limited to the weather. Practice and game times will not be conducted with the outside temperature below 40 degrees.
F) The maximum team limits may be waived by the Board contingent upon FCSA Board approval.
G) The Board of Director must petition FCSA for approval to exceed roster maximums.
H) Players may be added to a team after the season begins at the discretion of the Coordinator as long as the number of players per team do not exceed the maximums established or as waived by the Board of Directors and FCSA.
LAW 10: CONTRACTS
A) Terms of a contract:
1) Once a player signs a contract, he/she is bound to that team for the duration of the seasonal year.
(September 1 to August 31).
2) A player may not sign a contract with another team in his/her age division unless properly released.
Such a release must be signed by a team official or a Club officer.
B) Coaches must offer every player on the team a contract as long as that player remains in the age bracket of that team.
LAW 11: PLAYER ELIGIBILITY
A) Each player must sign a properly executed contract and pay all player fees before being considered a member of a team, included on a team roster, and allowed to participate in league play.
B) The player’s contract must be submitted to the Coordinator prior to the league play by that player.
C) A player’s contract can be received by the Coordinator anytime during the season of play, but must be on file seventy-two (72) hours with the Club Registrar before that player can compete in any league play.
D) A player is considered an applicant only when their fee is paid, contract filled out, and personal data on the Club copy of the team roster. At this point, the player may be listed on the team roster and is eligible to compete in league play.
E) A player must submit proof of age at registration upon request.
D) No player may play “up” in an age group without the Board approval. All requests to play up must be submitted in writing to the Board by the player’s parents or legal guardian prior to that season to facilitate an evaluation.
E) A player who has played “up” in an older age group will not be eligible to return to the younger age group during that seasonal year (September 1 to August 31). Exception to this rule may be permitted if approved by the Choctaw-Nicoma Park Soccer Club.
LAW 12: TEAM ELIGIBILITY
A) A properly executed team roster listing all contract players must be prepared by the Coordinator and submitted to the Registrar before that team may compete in league play.
B) Once players whose fees have been paid or waived and contract signed are considered team members and listed on team rosters.
C) A team will be considered ineligible to compete unless it is properly represented by its licensed head coach or a designated adult at each game. A person may coach in CNP for one (1) year and then must obtain an OSA license in order to continue as a head coach.
LAW 13: RELEASES
A) A coach may release a player by written request to the Coordinator if the player has been guilty of insubordination, willful evasion of practice and/or games, serious misconduct, or other such infractions.
B) A player may obtain his/her own release by the mutual consent of himself/herself and the team coach.
NOTE: A coach is not bound to release a player upon request, but is expected to exercise good judgment.
C) A player may appeal to the Board for a hearing if he/she feels that the release was wrongfully denied. A player may also appeal to the Board for a hearing if he/she feels that the release was wrongful. The decision of the Board will be final in all cases.
D) The release must be rendered in writing to the Coordinator. One (1) copy will be retained by the player and one (1) given to the coach. It must be clearly signed by the team coach or member of the Board of Directors.
E) The Coordinator will take appropriate note of the release and then deliver the original release to the Club Registrar within forty-eight (48) hours of receipt.
LAW 14: GAME FORFEITURE
A) Any team playing with a member in violation of the age limits for his/her team, as defined in this
Constitution and By-Laws, shall forfeit all games and points gained in which the player participated.
B) The playing of anyone for whom the Club holds no contract as required by these By-Laws, shall forfeit all games and points in which the player participated.
C) If a team does not have the minimum number of players required to begin play after the referee orders play to begin then the game shall be declared a forfeit in favor of the opposing team.
D) Playing a suspended player will result in the loss of the game and points for any game in which he/she participated while under suspension.
E) A coach not playing each member present approximately one half (1/2) of each game shall invoke an automatic forfeiture of that game in favor of the opposing team, unless a player is withheld from the game for health or disciplinary reasons. The coach must notify the referee before the team takes the field unless during the disciplinary reasons occur during the game.
F) A team not properly represented by their head coach or a designated adult will forfeit that game in favor of the opposing team.
G) Refusal to play: Teams refusing to play or continue a game after being ordered to do by the referee shall automatically forfeit that game. The name of such team and its players shall be reported to the Club.
LAW 15: PROTESTS AND SUSPENSIONS
A) All protests must be submitted in writing to the Coordinator within forty-eight (48) hours after 6:00 p.m. of the day of the game being protested. This protest must be accompanied by a fee of fifty dollars ($50.00) cash. This fee will be returned only if the protest is upheld. A member of the Protest Committee must be notified by the Coordinator within seventy-two (72) hours of the protest.
B) Protest or suspension hearings must be held by the Protest Committee within two (2) weeks of the date of the date of the protest or suspension. Decisions will be rendered in wiring to the appropriate parties.
C) No protest will be upheld based on the qualifications of the referee or on matters of the referee’s judgment.
D) Protest involving the conditions of the field, equipment, or facilities will be denied unless such objections are duly noted on the game form prior to the start of the game. It should be noted that the game is being played in protests due to the appropriate reason.
E) Team absences: Three (3) consecutive absences from games by a team shall automatically suspend a team with no refund of fees. The Board of Directors shall have the option of striking all records and scores form the standings.
F) Any player, team official, or spectator striking or attempting to strike, or threatening a referee or Assistant Referee at any time, shall automatically be suspended from all soccer activities pending a hearing by the Disciplinary Committee. The offender(s) name shall be sent to FCSA with said suspension and the reason defined if the suspension is upheld. The decisions of this Committee shall be submitted to the Board of Directors within forty-eight (48) hours of the hearing.
G) Complaints concerning referees must be submitted in writing to the Head Referee. In no case shall members of this Club submit complaints directly to the Referee’s Association without notifying the Board of Directors or Head Referee. Any member who violates this rule shall be subject to disciplinary action.
H) Ejections:
1. A player who is ejected shall leave the immediate area of the playing field before the recommencement of the game and shall forfeit his/her right to play in the next league game in which that player would normally have participated. A stronger penalty may be assessed by the Disciplinary committee. Two ejections during any given season will be cause for suspension for the rest of the season to Disciplinary Committee.
2. A player who is ejected for fighting shall leave the immediate area of the playing field before the
recommencement of the game and shall forfeit his/her right to play in the next two (2) league games in which that player would normally have participated. A stronger penalty may be assessed by the Disciplinary Committee.
3. Refusal by a player to leave the area within the time specified by the referee shall result in immediate termination of the game.
4. Any ejection player will receive from the Chairman of the Disciplinary Committee a letter stating the punishment and informing the player of his/her rights. A copy will be sent to the coach, coordinator, the First Vice President, and the Secretary.
5. No substitution is allowed for a player ejected by the referee in the Junior Division. A substitution may be made in the Juvenile Division at the next regular allowed time for a substitution.
6. Every three (3) cautions (yellow cards) in one (1) season constitute a suspension form the following game. A stronger penalty may be assessed by the Disciplinary Committee.
7. All yellow cards and red cards shall be reported to the Chair of the Disciplinary Committee.
8. Any player receiving two (2) red cards for fighting during a soccer year (August 1 – July 31) will result in the offending player being suspended for the rest of that year.
LAW 16: DURATION OF GAMES
A. The U6 and U8 Divisions will be decided by the Board of Directors prior to the soccer year.
B. The U10 Division will have 2-25 minute periods with a 5-10 minute half-time.
C. The U-12 Division will have 2 – 30 minute periods with a 5 – 10 minute half time.
D. The U14 Division will have 2 – 35 minute periods with a 5 -10 minute half time.
E. The U16 Division will have 2 – 40 minute periods with a 5 – 10 minute half time.
F. The U19 Division will have 2 – 45 minute periods with a 5 – 10 minute half time.
LAW 17: SUBSTITUTES
A. Any eligible player may be substituted.
B. There are no limits to the number of substitutions.
C. Substitutions will only be allowed at the following times:
1. Goal scored.
2. Half-time
3. Team in possession of the ball
4. Either team may substitute at goal kicks
5. Each team may substitute if an injured player is removed one (1) for one (1).
D. Substituting team coach, during the interruption of play at the authorized points, must gain the attention of the referee and indicate his/her wish to substitute. The players shall enter and exit at midfield.
LAW 18: MISCONDUCT
A. The referee may call a foul whenever a coach, player or spectator enters the playing field without the referee’s sanction.
B. All persons except the Assistant Referees must remain behind the spectator line, if marked or ten (10) yards from the touch lines and between the penalty areas.
C. Coaches have the responsibility for controlling the conduct of the players, parents, and supporters.
D. Alcoholic beverages are PROHIBITED on or near the playing field or spectator area.
E. No coach shall endeavor to run up a high score against any team.
F. Voluntary linesmen should refrain from coaching from the sidelines. If this occurs, the referee may select another linesman.
LAW 19: FOUL WEATHER PROCEDURES
A. The referee has the final authority to suspend a game after it begins because of weather or field conditions.
B. The appropriate Coordinators(s), President of the Board, or Head Referee have the authority to postpone a any game up to one (1) hour prior to the scheduled game time due to the weather or field conditions.
C. Teams must report to the playing field ready to play unless their coaches are previously notified by this at least one (1) hour prior to the scheduled game time. The penalty for failure to follow this rule is forfeiture of the game. Coaches cannot cancel or postpone games.
D. Coaches must not assume a game has been postpones. If a game is postpones, the coach will be notified by a member of the Board
E. All games cancelled must be reported to the First Vice President, Coordinator, and Registrar.
F. If a game is suspended because of foul weather before the second half has begun, the game will be replayed in its entirely. If a game is suspended after the start of the second half, that game will be considered a full game and the score will stand.
LAW 20: RESCHEDULE
A. Rescheduling responsibility rest with the coaches. Home team coaches will notify his/her Coordinator, who will then notify the referee scheduler. Contact with the Coordinator must be made within one (1) week from the postponed/canceled game. Both teams must notify their Coordinator about reschedule games.
B. All FCSA team have preference in scheduling. Any games within CNP conflicting with FCSA games will be rescheduled.
C. The Coordinator shall make all decisions regarding rescheduling in the event of a controversy between coaches of any game or if not notified within one (1) week of the postponed/canceled game.
LAW 21: Determining OCCUPIED SIDE OF FIELD
A. Teams shall occupy opposite sides of the field whenever possible
B. Home teams shall have its choice of sides
C. Spectators must remain on the side for which they support, or the offended coach may inform the referee of the situation. The offender (s) will be given the option to move to the appropriate side or be ejected from the playing area. The offended team coach and team may protest this situation and, if upheld could result in a loss of the game by the offending team and/or disciplinary action by the Board
LAW 22: PROTOCOL ON THE FIELD
A. No coaching shall be allowed on the opposite side of the field by either team. Sending someone to the opposite side of the field to coach shall be considered a form of harassment, and the offender may by ejected form the playing area. The offended team coach and team may protest this harassment and, if upheld, could result in a loss of the game by the offending team and/or disciplinary action by the Board.
B. The only non-playing person who may ask questions of the Referee or Assistant Referee is the team coach or acting coach. This may only be done at a stoppage of play.
LAW 23: STANDING
A. U-6 league is a non-competitive league and standings will not be kept
B. Determining league standings
a. Winning team will receive 6 points
b. Tie games will result in both teams receiving 3 points each
c. Losing team will receive 0 points
C. Additionally, each team (win, lose or draw) receives one (1) point for each of the first three (3) goals scored by the team per game.
D. The official Scorekeeper will compile weekly standings of the teams within their division standings will be made available to each team coach upon request.
E. Day of Champions – The participants will be determined by the Board of Directors according to FCSA rules
F. Referees will obtain signatures on both games reports and leave them at the designated locations at each field. Coordinators will pick up these reports and call in the scores to the Scorekeeper as soon as possible after each week’s games. The Coordinators will ensure that game reports are forwarded to the Scorekeeper or FCSA as appropriate. Original game reports with misconducts will be forwarded to FCSA with copies forwarded to the Scorekeeper and the Chair of the Disciplinary Committee.
LAW 24: CHARGE RESPONSIBILITY
A. Coaches are charged with the responsibility to promote soccer area-wide and make every effort to see that everyone who wants to play soccer has a place to play.
B. Coaches or a representative of the team are required to attend the first coach’s meetings held for that season. Failure to meet this requirement may result in his/her not being able to coach in any capacity that season.
C. Coaches are responsible for maintaining order and respect for the authority of the referee and Assistant Referee during the game.
D. Coaches are responsible for the proper training and conditioning of the players of the team.
E. Coaches are t discourage discourtesy by the spectators toward officials and players. Each coach is responsible for keeping the team’s spectators behind the spectator line, if marked, or ten (10) yards from the touch lines and between the penalty areas.
F. Coaches must remain in the coaching area [five (5) yards either side of the halfway line and five (5) yards from the touch line thereby forming a rectangular area ten (10) yards long by five (5) yards deep backing onto the spectator restraining line.] Neither coaches nor spectators are permitted along the goals line or behind the goal area.
G. Coaches shall not endeavor to run up a high score against any team.
H. Coaches shall allow only players who are properly registered with the Club and FCSA and listed on the official team roster to participate in practices or games. Players not listed on the official team roster received from the Club shall not be allowed to play in games.
I. Coaches shall play each player on the team at least one-half (1/2) of every game except for health or disciplinary reasons. The referee should be notified prior to the commencement of the match when a player is not playing a full half of the game for one (1) of the above reasons unless the disciplinary reasons occur during the game.
LAW 25: TEAM NAMES
A. The coach and players shall choose a team name. If two (2) teams choose the same name, the decision is left up the coaches as to who will change names. If an agreement cannot be reaches, the Coordinator shall select and notify the team that should change.
B. All team names shall be listed as CNP with FCSA thereby designating the teams from this Club.
C. Names may be repeated in different age divisions.
D. No foul or abusive wording shall be included in any team naming.
LAW 26: SPONSORS
A. Sponsors are not a requirement; however, teams may have sponsor (s). Sponsors names may be printed on the back of the jersey in one (1) to two (2) inch letters above the player’s number.
B. No alcoholic beverage or illegal substance may be endorsed.
LAW 27: REFEREES
A. Referees will no by scheduled to referee games in which they have children, siblings, or spouses unless the referee scheduler has prior agreement from both participating coaches.
B. Referees have total control of the game from kick-off until the referee removes himself/herself from the field.
C. Associates Referee must be at least two (2) years older than the division they are refereeing.
D. No referee shall be younger than twelve (12) years of age.
LAW 28: UNDER 6 PLAYING RULES
A. U-6 is a noncompetitive league. There sill be no league standings or records kept of win/loss. No scores will be kept
B. A recognition of participation will be issued to all U-6 players
C. All fouls will result in an indirect free kick with the opponent eight (8) yards away.
D. No penalty kicks are to be taken during these games.
E. A second throw-in should be allowed if the player commits a foul on the initial attempt. The Referee shall explain the proper method before allowing the player to re-throw.
F. On corner kicks, opponents must be eight yards away from the ball.
G. The Referee must explain all infractions to the offending player.
LAW 29: UNDER 8 PLAYER RULES
A. U-8 is a competitive league. There will be league standings and records kept of win/loss. Scores will be kept.
B. All fouls will result in an indirect free kick with the opponent eight (8) yards away.
C. No penalty kicks are to be taken during these games.
D. A second throw-in should be allowed if the player commits a foul on the initial attempts. The Referee shall explain the proper method before allowing the player to re-throw.
E. On corner kicks, opponents must be eight (8) yards away from the ball.
F. Referees must be aware of the safety of the goalie.
G. The Referee must explain all infractions to the offending player.
